PETITION

We, the undersigned members of the flat and medical communities, respectfully petition lawmakers to amend the language of H.R.5813 to explicitly include the term “aesthetic flat closure.” This term has been defined by the National Cancer Institute since 2021, and its addition is essential to ensure that patients choosing to remain flat after mastectomy receive care that reflects dignity, surgical skill, and respect for bodily autonomy.

The term “aesthetic” is not cosmetic – it is protective. It defines the standard of a smooth, symmetrical, intentionally contoured chest wall, free from excess tissue left behind without consent. Including this wording guarantees that aesthetic flat closure is legally recognized as a legitimate reconstructive outcome and prevents the ongoing problems of denial, disfigurement, and dismissive care many patients still face. It also ensures surgeons can be properly reimbursed for the surgical work necessary to produce an aesthetic flat closure after mastectomy.

We urge our representatives to support this vital clarification. This choice deserves accuracy, respect, and protection under the law.
